ANNUAL GENERAL MEETING 2021 OF LCAP

Local Councils Association of the Punjab held its Annual General Meeting 2021 with the collaboration of the Commonwealth Local Government Forum and the European Union in Lahore on 28th of August 2021.

The Executive Committee and Board of Governors of LCAP have participated in the meeting to complete the official business.

The meeting was attended by Mayors, Members of District Councils, Municipal and Metropolitan Committees, and Metropolitan Corporation all across the Punjab. 

There was an extensive and notable presence of women members of Local Government. The minority members of the Local Government also participated in the meeting. 

The Agenda of the meeting was briefed by  CEO LCAP, Mr. Anwar Hussain to all the participants and approved by the BoGs and EC right away.  

The moderator of the meeting Mr. Anwar showcased the activities and achievements since the last AGM including:

  • Publications and Policy Drafting
  • Consultation Meetings
  • Coordination Events
  • Efforts of LCA against COVID Pandemic
  • Advocacy & Lobbying Efforts
  • Women & Minority Capacity Building 
  • Introduction of new Communications Tools (LCA TV & Digital Newsletter)

The President of ADLG and District Chairman Lodhran, Mr. Rajan Sultan Pirzada was awarded the notification of Member of the World Council of the United Cities and Local Governments-Asia Pacific. 

President of LCAP and District Chairperson Toba Tek Singh, Ms. Fozia Khalid Warraich was awarded the notification of Co-Presidentship of South-South West Asia, United Cities, and Local Governments-Asia Pacific. 

The BoG approved Digital Media and Communications Policy, Information & Technology Policy, Strategic Plans for Minority and Women along with their Committees along with Long-Term Strategic plan of the LCAP.

All the members proposed suitable options of membership fees to sustain the association, which was approved with unanimity by BoGs. This was proposed as per the Financial Sustainability Policy (also approved by BoGs).

The case of the Supreme Court and efforts were discussed regarding a proper and functional revival of previously suspended local government members of Punjab. In the discussion LCAP leadership briefed the strategy to work with all the factions in decision making groups to strengthen local governments. Mr, Anwar delivered interactive crash training regarding upcoming election methods to all the participants.

LCAP’s Constitutional Amendments were proposed and unanimously approved after a healthy debate.
