For more than 60 years, the United States and Pakistan have worked together to forge a relationship that benefits the people of both countries. This cooperation has produced transformative ideas and institutions that are still considered landmark accomplishments for Pakistan.
In 1947, the United States was one of the first countries to recognize an independent Pakistan and to extend considerable assistance for the establishment of key institutions. With U.S. support, Pakistan was able to undertake many notable development projects, such as the Institute for Business Administration, Jinnah Postgraduate Medical Center, the Indus Basin Project, Faisalabad Agricultural Institute, and a variety of other efforts that laid the path for Pakistan’s Green Revolution.
In the 1960s and 1970s, the United States was a major donor for the construction of the Mangla and Tarbela dams, which at the time of their completion accounted for 70 percent of the country’s power output. Under the special initiative of the Chief Minister of Punjab, the Government of Punjab has established the Punjab Saaf Pani Company (PSPC) with a mandate to develop, design, plan and execute projects for providing safe drinking water solutions,prioritizing underserved areas, especially in rural and peri-urban areas of the province. The PSPC was incorporated in March, 2014 under Section 42 of the Companies Ordinance 1984, and is currently in the process of planning and designing projects in the province. The process involves various technically feasible, socially acceptable and financially viable water supply solutions, depending on the nature and level of brackishness and contamination in the worst affected areas of the province. The Guangzhou International Award for Urban Innovation (the Guangzhou Award) is co-hosted by the United Cities and Local Governments (UCLG), the World Association of the Major Metropolises (Metropolis) and the City of Guangzhou. The aim of the Guangzhou Award is to recognize innovation in improving social, economic and environmental sustainability in cities and regions and, in so doing, to advance the prosperity and quality of life of their citizens. Presented biennially, the award encourages innovation in public policy, projects, business models and practices. The Guangzhou Institute for Urban Innovation ("GIUI") was established in 2012 under the framework of the Guangzhou Award. CLGF was founded in 1995 and its establishment was endorsed by Commonwealth Heads of Government at their meeting in New Zealand later that year. It has received further endorsement at subsequent Commonwealth Heads of Government Meetings and in 2003 was given official recognition as an associated Commonwealth organization of elected representatives. It also has official recognition with some UN agencies and other international organizations. As an associated Commonwealth organization, CLGF ensures that local government's voice is heard within the Commonwealth and that it gets full recognition and support in the Commonwealth family. United Cities and Local Governments Asia Pacific (UCLG ASPAC) starts with the emergence of the International Union of Local Authorities (IULA). IULA was established in 1913 in Belgium with its headquarters in The Hague, Netherlands, while IULA ASPAC, headquartered in Jakarta, was set up in September 1989 during the 29th IULA World Congress in Perth, Western Australia. UCLG ASPAC is one of the Regional Sections of United Cities and Local Governments (UCLG), an amalgamation of International Union of Local Authorities, United Towns Organization (UTO), and World Association of the Major Metropolises (METROPOLIS). UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain. Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC. UCLG ASPAC is the key knowledge management hub on local government issues in the Asia Pacific region. UCLG is a worldwide association, and the only local government organization recognized by the United Nations. It nominates 10 out of 20 members of the United Nations Advisory Committee of Local Authorities (UNACLA), the first formal advisory body of local authorities affiliated with the UN.
